GOVERNMENT AGENCY REORGANIZATION

A large and prestigious government agency, following the events of 911, was in the process of implementing its five year multi-billion dollar Capital Program and at the same time recognized the need to deliver projects more effectively. At issue was the inefficient, often overlapping use of resources at a time when project delivery was critically important. Upper management began examining the agency’s approach to project management, and retained the services of J.S. Barclay to:

   
   (a) perform a study to assess the existing project management resources, organizational structure, performance measurement, project definition, and issues associated with project delivery and employee satisfaction, and
    (b) advise and assist in the implementation of the organizational process. The latter was implemented in-house while J.S. Barclay provided an implementation plan guideline, along with input and advice on key issues.

  • J.S. Barclay assembled a blue-ribbon panel of experts familiar with project management, organizational development and processes. Meetings were held periodically
    with senior management of the agency to determine:

              Goals and objectives
              Their views and key issues
              Available information
              People to contact/interview
              Schedule
              Final product and form

  • A series of reports were prepared and submitted to the Agency POC, along
     with a presentation of findings.

  • A follow-on effort consisted of the development of an Implementation Plan,
    which was subsequently carried out by the client internally.
