Joseph C. Hoffman 

Mr. Hoffman is the founder and CEO of J.S. Barclay, pc, and has over 30 years of experience in marketing, management,  business development and client relations. He started J.S. Barclay with the intent of assisting organizations to grow, profit and achieve the vision of their corporate officers and owners. 

Mr. Hoffman has a proven track record of delivering new business, improving the marketing performance of various companies and exceeding expectations. As such, he has earned an outstanding reputation for his accomplishments.

 
Mr. Hoffman has served as the senior marketing officer for a number of well-known firms, implementing highly successful marketing and business development programs. Some of his accomplishments and consulting engagements include:
 
  • Turned around under-performing sales program into leading growth and profitable division.
  • Sold highly visible contracts on billion dollar programs, including
         - September 11th projects at the World Trade Center
         - Renovation of the United Nations Plaza ($1 billion program)
         - Dept of Energy nuclear cleanup studies
  • Assisted a large facility management firm in public relations, the development of a lead generation program and writing the Corporate Strategic Plan.
  • Successfully managed the design, development and implementation of an Enterprise Program Management System for the State of Maryland Mass Transit Administration.
  • Expert in Federal Government marketing.
         - Closed multi-million dollar contracts in IT, construction management & project
              support services.
           - Wrote & negotiated several GSA Federal Supply Schedules.
           - Introduced optical scanning to the IRS with the study and design of the EZ1040 form,          and helped win multi-million dollar contracts.
  • Assisted a major accounting firm in proposal development.
  • Provided oversight and coordination of a major organizational development engagement of a major Government Authority.
  • Assisted corporations in the launch of new products and services.
  • Conducted sales training sessions, and managed a national seminar program for a NYSE subsidiary.

Mr. Hoffman is active in a number of trade associations, and has served on the Mayor of New York’s Procurement Committee. He has a Masters Degree from New York University, and has written a number of articles on marketing, business development, project delivery, and the purchasing of professional services.
